What should you not buy yet?

Anything for a stage you haven’t reached. Don’t buy the Deal Vault before a contractor has had your leads for a while, because there’s nothing to change yet. Don’t buy Scale to 10 Sites before one site pays, because you’d be scaling something unproven. Buying later costs the same as buying now. For a different business, selling websites and SEO to contractors as a service, the agency toolkits are in the shop; rank and rent doesn’t need them.
